No, because you can still use the link to make new forum posts, they only default to the announcements category. There's a dropdown with all the categories on that page.

I know that. The purpose of changing the name is to avoid mistakes and make people use the other link "+ New topic".

Then it should read "New Topic (defaults to news and announcements)". Unless someone gives a really good solution it stays as it is, as it would require too much work to make it work as you'd like it to work, and advertising it with a false label is not an option.
