Prince and non-Prince options on the 'Register Event' menu

A player that I know is trying to schedule a qualifier and he tells me that his only options are 'Demo', 'Launch Event', and 'Unsanctioned Tournament'.

1. 'Unsanctioned Tournament' is probably a holdover from the old, bad website. It should say 'Unrated Tournament', since no "tournament" should ever be "unsanctioned", especially ones being scheduled on VEKN.net.

2. I'd like to propose that we give every VEKN.net-registered non-Prince player the same Event options as every Prince, since there has never been anything from the VEKN that has ever stated that a Prince is required to run any kind of event.

It might be wise to disallow anyone but a National Coordinator, or those that a National Coordinator invests with the power to do so (via an email to the appropriate VEKN personnel), to register a "championship" event, but all other event types should be able to be registered by any player.
