Looking for 3/4 complete, balanced against each other decks.

It is hard to gauge if they are "balanced" against each other, but I like the simplicity of just taking a box of 3rd edition starters and combining them. For example: www.thelasombra.com/dbc/brandon_brujah_anti.htm

They can be adjusted some with commons and a couple vampires if you want. The deck I listed could use some Resist the Earth's Grasp.
