Official CSV file format change

Please note that the vteslibmeta.csv can be freely improved by the community if additional metadata are to be added.

There's none. I don't want to officially endorse the responsability of maintaining that file as its content will likely adapted for each use or application. However, anyone can set up such a repository and if a consensus is reached, I'll add the content of the file to the official releases.
As it is now, the file is more a bootstrap containing the previous metadata.

I used to do it, but it's so outdated I've stopped. Keep in mind that you'll need to tweak ARDB to support the new groups.
