Govern down what?

I've been reading a bit about the game. Ahm, i read about the "Govern down" What is this?

Governing down is the term used to describe using government the unaligned at to move 3 beads from the blood bank to a younger uncontrolled vampire.
This accelerates how many minions you get out earlier and gains pool, depending on use.

This crypt seems decent, judging from your last deck list I'd say probably swap a 5 cap without superior FIR THE 3 cap with and try running it.
