How many copies of
Hall of Hades Court
should be played at inferior Temporis in a True Brujah featuring
Shalmath
, in your local environment?
Cancel a reaction card as it is played by a younger vampire who does not have Temporis (no cost is paid).

As many as you have, unless you have a ridiculous amount.
I'd say ~8, but I hadn't really thought about the
version before. It seems like it is good for offense and defense(anti-bounce tech)

Probably 0 in both cases (qualifier and casual). Unless it's a Shalmath vote deck and I'm really worried about Delaying Tactics or Scalpel Tongue.
I think you might have missed the "Only usable during a referendum" clause, which applies to all 3 levels:
Name: Hall of Hades' Court
[LoB:R]
Cardtype: Action Modifier/Reaction
Cost: 1 blood
Discipline: Temporis/Dominate
Only usable during a referendum.
[dom] [ACTION MODIFIER] Requires a vampire with capacity above 4. This vampire gains 2 votes.
[tem] [ACTION MODIFIER][REACTION] Cancel a reaction card as it is played by a younger vampire who does not have Temporis (no cost is paid).
[TEM] [ACTION MODIFIER][REACTION] Multiplier. Only usable by a ready untapped vampire other than the acting vampire. The acting vampire's votes are doubled when the votes are tallied. Only one multiplier can be played on a vampire each action.
Artist: Sam Araya
At inferior Temporis, its best effect is as an Action Modifier (to cancel reactions that would screw with your votes). As a Reaction, it would require one player calling a political action and a second player playing a reaction that you didn't like, making it rather conditional.
Since it's only usable during a referendum, it doesn't really help against bounce cards.

Does "during a referendum" mean you cannot cancel a Voter Cap either?
