My personal comments about this deck:
This deck can run perfectly with 70-80 cards.
Master cards
I would rather use ruins of charizel and more tend the flock with wider view than so many paths of evil revelations.
Actions
With 2 condemnation: mute is far than enough. With an infernal deck speed is always an issue. If you don´t have choice to multiact every action counts.
Political
Reckless is obvious choice. I would put at least 6 on a 75-80 cards deck.
Another useful card is my kin against the world to cope with infernal penalty.
With conboon you would gain 2 or 3 most of time, which be already spend next turn to untap. Better concentrate on damaging your prey with votes and keep abusing on voter captivation.
Others actions
Kaymakli fragment is also another obvious choice.
Modifiers
Approximation of loyalty is gold for vote decks. Knotted cord isn´t worth to play, because you must be elder to make a vampire abstain.There are far better cards you can use, for example perfect paragon, which grant you votes or stealth.
Forgotten labyrinth and elder impersonation are really helpful cards.
Combat
Use force of personality to help to cycle faster, if needed. You won´t get easily blocked, therefore to untap with majesty won´t add much value.

You're right, I only had Annazir's special ability in mind and thought, stealing allies would be a rather good complement for Annazir's ability.is Entrancement necessary? Xeper can already steal allies

Just a deck that I have been wanting to do for a while but wasn't really confident on deck building skills. So thought build it to best of my ability and get advice from you guys. I know there are better clans for voting but wanted to try and utilize Xeper.

Thank all for your suggestions.
One thing with replacing the enchant kindred, was that after discussing it with another player, they said the crypt just got horribly expensive so i was figureing on getting Annazir out first then tend the flock followed by an enchant down for 5 free transfers so it only cost 1 or 2 more to bring the next one out.
With a path, you only need really need to do one voter cap to get back infernal cost and have one for ext next turn, that and it only provides relief for a turn
