I've been playing with the idea of a deck that combines these cards:
1) Anarch Revolt - For offensive pool damage or to keep my own pool lower than my prey.
2) Parity Shift - For taking back pool I loose due to revolts.
3) Imperial Decree - For when you want others to regret going anarch to get around the revolts.
Vampires to use would probably be Hardestadt and Dmitra Ilyanova with freak drives and alastor for multirush and a fair amount of aillah's to get going before I'm already dead. Combat would have to be as many permanents as possible to make room for all other cards...
Anyone think it's doable or am I just too fond of to complex ideas?

Parity Shift is not playable by Haarderstadt, so something say me it won't work too well.
But, mainly, the problem is that multirush is way too complex to add a whole political / anarch revolt angle on top of it. Just slap some Alastor on Haarderstadt, you will find it already plenty complex.
If what you want is using anarch revolt and parity shift, do not use inner circle, but only prince and justicar, and use 2nd trad to catch the one who are tempted to go anarch.

There is a problem with your base plan: Anarch Revolt causes the whole table to lose pool, so it does not help you play Parity Shift.
Besides the star of the the deck would probably be Alonso Petrodon for his built-in anti-anarch special.

Why not Waiting Game instead of Imperial Decree (or as an addition to it) ?

Or Lucinde, who has built-in rush for non-camarilla.
Or Jaroslav, who has also anti anarch action and can control table pretty good.
