There are an amazing number of vampires with Black Hats (29) in the game.
"Happy Families" formula courtesy of James McClellan (aka Legbiter) was used to construct the library.

What do you want your ready region to look like (ie, how many guys are you planning on getting out)?
Vampires with Black Hats!
3-4 should be possible, depending on the starting crypt.
What do you want your average turn to look like?
Vampires with Black Hats doing stuff!
What's your metagame like? How do your opponents play?
Almost anything can be seen locally, the locals have embraced the big cap deck building strategy enabled by Villein.
What problems have you observed with the deck in play?
Haven't played it yet. The theme was too strong not to build.

If it's Black hats you want, you could just go for a Samedi deck. Not sure it would end up better than your current proposal, though
