Lasombra mid-cap bleed/vote

The way I see it with this grouping you either go full breed-boon and capitalize on power structure, or you have to include big caps. Anything less than that and your total vote capacity is pretty weak. In some games it will be enough, but in many it won't. I agree that you should change to S:CE, but with weenies you may want some dodge, too. Tobias's ability is not very good, especially because he isn't titled. He is good for the govern chain and would be a valid target for Legendary Vampire, but he doesn't bring the title you would need for your first vampire on the board.
