I could imagine it would. I'm curious, though: don't you find the opportunity cost (of requiring two other Gehenna cards in play) and the hand-size cost (of not replacing until you gain a VP) of The Rising quite prohibitive?

Hasn't been a problem so far. Girls will play the Anthelios for you, and someone is bound to be playing Unmasking. Break the Code can go in any deck, and there's three easily replaceable Gehenna events to allow The Rising into play.

Also, when your prey's defense is massive pool gain in the master phase, you oust them much more quickly.

In practice, Fortschritt Library is your friend.
