I agree with that both the Archon and the TWD are to be submitted.

On the other hand it is not the winning player's fault, if the Archon report is never submitted, so there is no need to make his victory sour.

That is correct, you don't need the results to be submitted to have the deck added to the TWDA. But it's waaayy much better if you do
