Ok forgot to mention this was on behalf of Manila City as the first one was Quezon City. Sorry for the confusion.

What Extrala was saying is that Qualifiers are unique per country.
Only countries that have huge numbers of players (Spain and France, for instance) have more than one.

Really? He said "in one country/state are usually mutually exclusive". I see "country/state" instead of just "country".

I also don't see this rule about numbers on the Continental Championships page. Could you be so kind as to point me to somewhere that states this?
