Seems like this'll make Enkidu kill everyone, always, even during a block happening across the table. Sounds really, really scary to me.
It is pretty interesting that it can be used to get a buddy out of a horrible unfriendly combat too. "Look, I know you just got blocked by that guy with a Flamethrower, but how about I play this Bad Encounter and we'll play nice in this combat, k?"
I think the special text for 8+ caps should cost a blood or something, or get removed.

Vampires like Hukros that can't multi act well could also be interested, by being kind of multiacting (the small 1-cap or 2-cap rush or block, Hukros break skull).
Limiting to one per table turn (like On the qui vive) may be necessary, depending on tests.
