I really like if you explain a bit why this card is needed/fun. The Game development/Flavor/Balance/Competitiveness-layout that Drain and others use is great.
I don´t really understand the flavor, but otherwise it´s not terrible. Might remove some text though, start with the 10-counter effect.

It's a Voter Captivation-like card. When you pass a vote, do you really need to gain blood and pool? No, but it's nice.
When you send to torpor or burn a minion, you don't really need something extra. Well, as much as Voter Captivation anyway.
But, since combat is a bit underpowered (costs a lot of cards for non-ousting effect), I think a card such as Destructor (or whatever the name) can be useful. It takes time to be useful, but if you're good at it, you'll get a needed boost to oust your prey later.

The good comparison would be Aura of Invincibility. If you're good, the card make you even better, but if you do badly then you'd better not even play the card, seeing the disavantadge. I am not too sold, because if you put 5 minions in torpor it's usually that you are not struggling too much.

It would be true if Destructor was giving something you already had (like Aura of Invincibility), which is not the case (apart for the 10+ counters effect). That's why it's closer to Voter Captivation.
