I have two comments. First:

If this action or strike is successful, place this card on the minion who played it. This card may be burned during any referendum to give this minion 2 votes

I don´t like super-flexible cards like this. OK for bloodline disciplines maybe, because their crypts suck, but pre certainly don´t need cards like this. Too flexible.

Second: Most of these cards have too much text. Cut at least 25 % on each thanks.

I like it — although yes, too strong. My first thought was 12+ of these in a presence bleed package.

It is a bit flexible , but pre already has bleed @ +2 and PRE has better sce. my only concern was stacking dermis setites with the card and burning them to pass reckless ag after bleeding a bunch.

as for the text, I'm not sure of an easy solution. we don't have many abbreviations like Burn this card: do X any time during Y.

I tried making wildcards simple, but couldn't figure out easy wording for all of them.

Yeah, but not on the same card. This card is crazy flexible - 90% of all Presence S:CE would be replaced with this card, since it is usable just about every time - in fact, the same card can be used to provoke combats via hefty bleeds and then get out of combats.

Way too strong. Just compare it with Force of Personality, which is a great card.
