Bleed at +1 bleed.
[POT]+1 stealth action. Put this card on this vampire, and if he or she has celerity [cel], he or she may burn 2 blood to untap. This vampire has +1 bleed and +1 strength. A vampire may have only 1 Force of Persuasion.
How does this card address a compelling game need? The goal is to make bruise and bleed toolbox decks more viable (compared to full-bleed or full-combat decks). The disciplines seem quite natural for this kind of effect.

My gut feeling is that the card is too cheap, considering its sup effect. I don't really know how would I balance the card, because i like the sup effect, but I feel it should cost one blood at least, but inf effect really should be free...

It should have cost, at least 1 blood, and maybe bleed at +2 for the inferior text.

I am not convinced it should cost a blood. Joumlon Axe is free, +1 bleed retainer are free, both in one, harder to destroy but harder to play being free don't seem unordinate to me.
Don't forget it need two sup' discipline. It should be worth it compared to, say, Preternatural strength.

I am not convinced it should cost a blood. Joumlon Axe is free, +1 bleed retainer are free, both in one, harder to destroy but harder to play being free don't seem unordinate to me.

Vampires able to play it a superior will be 6+ capacity, the kind of vampires that could have a built-in +1 bleed or +1 strength. The card just expand this aspect by effectively improving the vampire that way.
The card already costs an action which is quite crucial in that kind of deck since rushing would probably always be a better option. And if it happens that you have celerity, the action costs 2 blood to make it free.
Heart of the City requires only 1 discipline and +2 bleed is far better than +1 bleed, +1 strength.
Preternatural Strength requires only 1 discipline and costs 1 blood for +2 strength (at 2 stealth).
If people feel it should cost 1 blood, it's not a big deal to change inferior to make it

Too expensive and rather unnecessary. Two superior disciplines to get +1 bleed? That stuff is littered everywhere. And pay for a permanent +1 STR? In superior Potence?
And the basic is completely disposable. Any blood cost added to this card makes the basic version, which requires two basic disciplines, a joke.
Who does this help, it's too expensive for older vampires? And younger vampires just shuffle this away and run Comp Hacks or Camera Phones w/ beat down.
And finally, so what you have a +1 bleed and +1 STR; that just makes you all the more useful as a chump for me to BOUNCE.

The rest of the actions they select how to either a) use you in their favor, or b) ignore your relevance. How do you null that? You gotta counter bounce and chump blocks in some way.
