I like the card, especially the bit about being able to untap if you have celerity. A major problem with this sort of tool-up card is that now your bruise-bleed deck has used an action that doesn't kill it's prey and you must wait until the next turn to do anything. With this, you get to tool-up and, for two blood, do something else in the same turn. No cost should be added since the power is not that strong (see Aire of Elation, Iron Glare, Torn Signpost) and the requirements are pretty high.
Edit: I forgot to mention that I like the synergy between the inferior and the superior version. It is nice that it keeps you out of Archon range to use both.

and mix it w/ a bruise bleed sentiment.
