Name: Petty privileges and indulgences
Cardtype: Master
Unique. Put this card in play and chose a ready vampire above capacity 2. Titled minion of Methuselah must hunt if they have less blood than two time their votes and are not full. The chosen vampire cannot untap or play reactions ; burn this card if the chosen vampire leave play, change controller or is no longer ready.
This one have a real cost (you lose a non-trivial, non-embrace vampire). The idea being that the chosen vampire help the methuselah in inciting bad behavior in titled vampires. It may be a bit expensive.
It also add more interaction, in that other player can punch the vampire into oblivion, or banish him, or use mind rape or anything to break his hold.
The treshold have not been changed, mainly because a flat one would be very harsh on small cap with small title, and formulae like "one plus number of vote / ballot" are too long and too complex.
Somebody have voiced the fact that Voter cap is the best way to refill an affected vampire. Except he can't call vote until he is near full, meaning that he can only use it when he is already pretty full. "less than" is also a bit of a trap, in that vampires are locked at this number minus 1 (1 for bishop / primogen, 3 for archbishop / prince, 5 blood for cardinal / justicar, 7 for Inner circle / regent)
Another problem was that someone can be locked in infinite hunt : exactly like a vampire at 0 blood, except it happen a bit faster. Given the high number of bigcap drained to two blood without much problem for their owner, I believe that simply draining them less will be enough to avoid most problems.
A "gird minion" option for every titled vampire was on the very first draft, but it was way too long to fit on a card.
There is no burn option for the player who play it to save card space. This version is already very long, and the player should know what he want to do.

That vampire is not completely lost since it still attracts table hate, thus deflecting it from your other minions. I think I would still make the card burnable (as a
action that costs 1 blood?) instead of having to go through the vampire. Very few decks have means to get rid of a minion that neither acts nor blocks. Finding an action to burn the card is not trivial if you already lose some to mandatory hunts, and a cost of 1 would combo with the card if someone cannot find an untitled vampire to take the action. Or maybe make it burnable by titled vampires only, like Nocturn Theatre.
