That's false or at least misleading.

Vampires don't change all that much during the period considered. François Villon, for example, does not really change much between the start of the playable WoD (95) and the Gehenna Introducing an advanced version for the fact he pretty much don't change seem silly. Appius Corvius Claudius, IIRC, die as soon as he is introduced in the RPG lore, so he is not too likely to get some advanced version too.

In short, not dieing is not the same as changing, and a lot of vampires die before doing anything really special anyhow.

You can, and it certainly already have been done for some advanced, make VtES-specific lore to explain why vampire zetta have changed enough to warrant an advanced vampire. But if there is no VtES specific event and no RPG element to explain why he change, making an advanced vampire is impossible, and it cover the vast majority of vampires, not just the shock trooper one.

You can decide to change the advanced mechanism to show something else than evolution. It's the basic for the "advanced group 1" cards, where advanced card show more fitting versions of thoses vampires instead of vampires changed by the events. But mosts vampires just cannot justify an advanced version based on canon.
