Well since there seems to be card ideas posted for other indy discplines, I figured might as well add some to quietus that I thought of.
Deadly Silence
Type: Combat
Discpline: Quietus
Only usable before range is determined, a minion may play only one Deadly Silence each combat.
qui: For the duration of this combat, the opposing minion may not end combat as a strike.
QUI: As above, with an optional manuever this round.
Refined Blood
Type: Action
Discpline: Quietus
+1 stealth action
qui: Put this card on this acting vampire with 3 counters from the blood bank. The vampire with this card can use the counters on it to pay the blood cost of cards requiring quietus he or she plays. Burn this card if it has no counters. A vampire can have only one Refined Blood.
QUI: As above, and if this action is succesful, the acting vampire untaps.
Reclaiming the Blood
Type: Action
Discpline: Quietus
Cost: 1 Blood
qui:
Burn 2 blood or life from a ready non-wraith, non-zombie, minion.
QUI:
Burn a younger vampire with no blood.

Maybe the
version should have a "this is not diablerie" clause on it, like Sacrificial Lamb.

Less Quietus combat cards! No good, no more! Needs to do new and different things!
Refined is a bit of an action waste unless at superior. And overall it does little more than Path of Blood. It's also strictly worse than Restoration. There really has to be something else to do. Put the untap clause in the basic to make it remotely competitive.
Reclaiming the Blood is interesting parallel to Horseshoes.
I don't know how I feel about giving blood denial a diablerie-free method of vampire burn. It just seems like a trap option; everyone will shoot for the moon and end up not ousting preys. That'd just exacerbate issues where blood denial becomes akin to rush -- denies someone else's game but often ends up handing victory to another (unless the meta flips in favor of it).
How about using it as a form of pool damage? Like... move pool from target meth ONTO target minion? Bassakwards indirect pool damage, but still a form of pool damage. "QUI:
Move two pool from controlling methuselah onto a ready non-wraith, non-zombie, minion as blood or life."
I want something like, a vote super-nuke:
Silence Equals Death
Reaction
1 blood
qui: Reduce a bleed against you by 1 and remove 1 blood or life from the bleeding minion.
QUI: Only usable after resolving a successful referendum. Cancel the referendum. Untap the acting vampire. Any blood or pool gained during this action is returned to the blood bank.
Perhaps a touch strong, but it's Quietus, so screw it.

How about a Deep song for quietus:
Some Card Name
[qui] Bleed at +1 bleed
[QUI] Enter combat with a minion and tap that minion. This minion receives an optional maneuver this action (even if blocked).

I am sure people can find something which is less directly a copy of Deep Song.
For eample :

maneuver
+1 Bleed. You may not play another action modifier to increase the bleed amount.
We have the same idea as Deep song - a very versatile card which both help oust and help combat - but in a slightly more original way.

Whatever the inferior is (something combat-y in some fashion), I think I'd prefer it this way round, akin to Loss.
I'd also be vaguely interested in bonuses that cropped up for having a contract, but where the card wasn't only playable then. So say:
Plus some bleed-y superior.
