Heartblood of the Clan costs only 1 pool, and it hardly ever sees play. Why do you think the !Gangrel would benefit from it so much that they would happily pay 3 pool?

Heartblood of the Clan's action isn't at stealth.
!Gangrel have pool problems.
!Gangrel are prone to play Embrace due to their disciplineless combat cards.

For 3 pool it's a bit harsh for a clan that doesn't have lots of pool defense. The outlay seems dangerous.

I'd be tempted to allow an untap if you kept the cost at 3 pool.
