Please post previews of some "Kholo Only" cards. I would really like to see what you've done mechanically to make Kholo a merge-worthy title.

Seriously I'm trying to give you the benefit of the doubt here, but I'm just not seeing it yet.

Given the ease with which Kholo can be created (play a card during more or less any referendum, get the title for free), it's unclear what level of power you believe would make up for losing the significant benefits of being a Magaji that would still be appropriate when any 2 cap Laibon can become one without having even to pass a vote.

Kholo just isn't designed to be a Justicar-or-Inner-Circle-like title.
