At the very worst this is a free "gain 1 pool" location (8 times or so).
Comparable to Montreal (can be stolen) and Gang Territory (2 pool and only for !Bru). Kaymakli is needlessly strong for how cheap and risk-free it is. Even more so, it does not solve any problem (I can think of) and contribute to tables timing out.
What was the idea behind the design?

What about having to pay transfers for the effect ?

Depends how many it costs. I'd be concerned about a card like Recruitment Exercise suddenly turning from a 'gain 1 pool' action into a 'gain 3 pool' action, and you could do that with 2 transfers remaining.
