cel pot: Press or maneuver with an optional press
CEL POT: Only usable before range is determined. Frenzy. For the remainder of this action strikes cost opposing minions one additional blood or life. The opposing minions may choose not to strike. A minion may only play one Bully at CEL POT per round.

Why this card? cel pot is all over the place but there are no cel/pot cards. Rather than have one discipline or the other be fairly useless in a deck, why not give them some synergy? Celerity is maneuvers and presses, additional strikes. Potence is good for additional damage. Note that the effect of superior continues under grapple or Psyche. Note the plural "minions" in case you fight more than one minion in that action.

My question is : how in hell could pot cel have a frenzy effect ? And how it would affect the cost of strikes made by the opposing minions ?

My guess : terror frenzy can be triggered by anything that put the vampire in danger of destruction. A brujah with POT CEL certainly qualify as putting in danger of destruction anything in fist radius.

Yes, but to work against every opposing minions, I thought it was a frenzy on the minion which play the card...

Either way could work I think. Either I am so psyched up that I am frenzying and attacking or it is a frenzy brought on my opponent by fear of my attack. I intended the latter.
