Vampire with this card gets one additional vote for every younger ready vampire with same clan in every referendum he/she call. During your untap phase burn this card if there are more than 2 vampires in torpor that are of same clan as this vampire.

Art notes:
one person sitting behind massive desk while 3-4 others do stand behind him. best would to place a lot of 'clan' stereotypes here. best suitable might be a brujah clan:
sitting person will be in toga, while other may represent 'obvoius medieval guy' other oen can be punk, while other may be 'che' style...

World of Darkness reference:
plenty... pretty much the principle of vampire society is showing this all the time - local 'leader for the clan' is called upon when 'clan' business is discussed. especially in modern nights increasing number of cainites do serve better for some clans and greater number of followers from same clan can increase prestige and power of the leader.
torpor clause does include need for maintaining these masses and in case that many followers do turn away from leader he will lose his power.
many time in WOD power is held not only by the prince but as well by primogens that do rule with him/her in the city.
same goes for sabbat pack bishops, but in case of nomadic packs this can deny any local based power for it's leader.
Bishop was added as option to card to balance there already are many cards that do 'prefer' Camarila before other sects.

How does this card address a compelling game need?:
many primogen vampires are omitted and not played a lot in favor of princes. or as a result they are turned into prince/justicars by library cards. there is virtually no interest in any of primogen and/or bishop title. most of vampires with this trait are considered 'to have little almost nothing meaning title bonus'.
those few cards associated with primogens do not add any power and are virtually never played.

limitation for ready vampries was added. instead of initial suggestion - may be removed by titled vampire.
untap phase is here especially because of combo primogen (yeah we all know i mean Carna)+chantry that is too obvious.
adding one vote for every referendum showed to be too powerful so it was changed for only referendums called by this vampire.

tested:
3 games, definitively needs more as i didn't thought about a lot of combos that may occur.

game 1 - !NOSFERATU - original text was slightly different showed to be too powerful for every referendum when i accumulated 3 at table granting 4,5,6 votes every one.
game 2 (card text change from in every referendum to in referendum this vampire calls) - !NOSFERATU same deck as above - with change of vote gain only in my actions i was able to pass my own con.boons easily, but standard swarming effect of 8 kine resoirces in one turn known from foundation exhibit did not show up (was present in previous game).
game 3 - not deck especially build on this card, brujah - adding this card spiced up the deck and made 4 cap primogen in combo with dmitra and 3rd traditions quite strong. without breeding effect of 3rd traditions i would be gaining only 1 additional vote as there were no other younger vampires in my crypt.

OK and now tear this suggestion apart

IMO the effect gained is not good enough to put into the deck. The card alone doesn't do anything. Prince/ Justicar title let's you play some cards with strong effects, this effect doesn't do anything at the time you're playing it. And because it only works for this vampire's referendums it won't give you vote lock as well.
I would rather think about some primogen only card that does something when you play it. It's not that big issue for the bishops as they're much better since the introduction of under siege.

Choose an Archbishop or Prince controlled by another Methuselah and put this card on the acting vampire. The vampire with card becomes the Archbishop, if a bishop, or Prince, if a primogen, of the chosen city. Younger vampires of the same clan as this vampire may pay the cost to contest this title instead of this vampire.
