Location.
When a minion you control successfully recruits an ally, you can reduce its cost by X and move that ally to this card, out of play, with X power counters. During your influence phase, remove 1 power counter from that ally. You can pay 1 pool to remove 1 power counter from that card. When they are no power counters on that ally, put it in play. Only 1 ally can be on this card at a time.

I think you forgot the important caveat that it not include War Ghouls. Don't need to see any more of them.

I like the concept, however as others pointed out it would power up war ghouls decks which is not recomended at all. Right now, keeping a balance between pool and number of war ghouls is very important factor when playing such a deck. Possibility to play war ghouls for free seems crazy.
