Salubri are missing a bridge vampire in g3. I thought it would be funny to have a "good Samaritan" kind of vampire.

2 things......

Id make the untap mandatory and the bleed bonus optional,

And give him +1 stealth on actions directed at vampires in torpor or something similar.

As an individual vampire, the design seems decent enough - though Blanche Hill's 'free' hunt action is quite pokey at the cost of a level of Auspex, and Eurayle's untap action is potentially interesting if you set yourself up for it. Getting other people's vampires into torpor may not be the most efficient thing for a Salubri deck to do to exploit the special, but not too shabby, overall.

Looking at the spread of vampires in 2-3 and 3-4, though, in group 2 you have three vampires who are 5, 6 and 7. Then in Group 4, you have a 3, a 6 and an 11. If supplementing those, it might be nice to pitch a vampire at a gap in capacities, such as an 8 or 9 cap. (There are no Salubri 9 caps.)

Well ... There's always Baltimore's Purge ...

The 'not older' text would be annoying with a 6 cap, though if you could team up with a high cap vampire or a high cap Lasombra, though AUS/OBE/FOR isn't the most compatible of discipline spreads for Lasombra.

But... you play some or all of:

- Baltimore Purge
- Renewed Vigor at for/obe to get yourself out of torpor, or take a leave torpor action
- a rescue action to get someone else out of torpor, and sadly Renewed Vigor isn't a rescue action for these purposes (the verb it uses is "move")
- possibly one or more Freak Drives to untap yourself

Which is potentially several actions and some blood.

From this, you've probably garnered:
- +1 bleed
- some table hate, as you won't have rescued everyone

At which point, my questions are mostly: Honestly, would I be better off playing Cameraphone, J.S. Simmons, Tasha Morgan, Laptop Computer, maybe a smattering of Ailing Spirit or other bleed actions etc.?

The vampire is far from worthless - 6 cap OBE is solid enough - but I'd fear it might not distinguish itself enough from other playable vampires. Matthias has a history of being very good. Blanche Hill's special is not very flashy, but could get you quite a lot of blood, and Repulsion would be very nice on her for that. It might be of more interest in 3-4, but in 2-3 I fear it would get overlooked as a bridge vampire.

Since he untaps each time he rescues a vampire, and since it's not submitted to NRA, you could rescue more than one vampire without FD in the case you play Baltimore Purge (but diablerizing with Tyler seems stronger in that scenario).
Still, I don't think a deck can be built around his special. It's more a circumstancial bonus (though it will probably serve at least once in a game), that's why he has the 3 disciplines at superior.
