Without the special, I think he's a little on the light side - with the specific caveat that I mean that compared to the other vampires you might choose to play instead. In a normal clan (non-Scarce) he'd be pretty versatile, used in loads of decks. In a Scarce clan, you're often only getting one vampire of that clan out, maybe two, so you probably focus on the ones with exciting oomph. I just think it lacks that spark of interest that says "Hey, there's a deck to build around me" by being distinctive, especially around the vampires in group 2. In group 4, possibly less so, given Mr Noir is a bit odd, Saulot is huge. Eurayle is interesting, and might work better alongside weenies, so you might get some sort of interesting Eurayle + weenie Presence deck going on, but maybe you prefer the three disciplines at superior. If there were a few more cards like Resurrection (obe/val), maybe he could be fun to tag along in a !Salubri/!Ven grinder.
Short version: it's just not really saying "I provide new opportunities for exciting fun times" to me, and I like it when Scarce vampires have some sort of grab factor.

Since he untaps each time he rescues a vampire, and since it's not submitted to NRA, you could rescue more than one vampire without FD in the case you play Baltimore Purge (but diablerizing with Tyler seems stronger in that scenario).
Still, I don't think a deck can be built around his special. It's more a circumstancial bonus (though it will probably serve at least once in a game), that's why he has the 3 disciplines at superior.
