looking as how samedi are lacking good cards I would make it cost 1/2 pool and, when tapped, give +1 stealth on any action (not only requiring thanatosis) or +1 blood when hunting. This way it would be actually worthy to put into deck. Version proposed at the beggining of this thread is more thematic stuff than good stuff. And Samedi needs good stuff (being thematic at the same time doesn't hurt at all).

Obligatory disclaimer: there isn't an actual system that's applied to every single vampire, they have to be looked at it in the round as well. With almost any such system, you can create insanely good stealth-bleed monsters or insanely terrible vampires. With that said...
The closest we have to an 'official' system is the unofficial Create-A-Clan stuff, such as www.tenerdo.org/cac.html It's fairly close with a lot of vampires. When some people design vampires, they also throw in things like making the 5th and 6th disciplines a vampire acquires cheaper (or free), not just the basic levels, since it's often very hard to make use of all six disciplines on a single vampire and still have a good deck at the end of it, since you probably don't have other vampires to help you out.
In Jyhad and V:TES in particular, there appears to have been a design system (at least, there appears to be a fairly consisteny formula) but it over-valued certain traits a lot. Any permanent trait such as 2 hand damage (which would now be +1 strength) or +1 bleed appears to have cost a heck of a lot, such as on Bianca or Elliot Sinclair. If you got a barrel load of disciplines instead, you probably did okay - say, Camille Devereux, Thomas Thorne etc. And if you got a really good special ability, you were okay - Anson is the obvious one, his special abiilty is much more awesome than +1 strength, but he probably pays a similar amount for it, compared to other Jyhad vampires.
There's a perennial problem known as '9 cap syndrome' where there's a streak of 9 capacity vampires who fall down a crack - there's often a much tastier 8 cap, or a 10 cap with much more power.

Modern cards seem a bit cheaper these days - I'm pretty sure that you'd easily quantify a card back in the day: a minion with five levels of disciplines (say two superior, one inferior) and a title tended to have a capacity of six, because it was five 'points' of disciplines and 'one point' for Primogen, two for Prince etc. Is there an equivalent system these days?
