How does this card address a compelling game need?
Samedi resources aren't commented on in the available literature, but they Haven in or near sewers, graveyards and 'slum' areas. This suggested card is more in keeping with the Clan than, say, playing Vast Wealth, and the additional hunt action makes it's more generally versatile ally than cards like the Brujah's "Al's Army Apparatus" or "Arms Dealer". Why 1R? as a gun runner, presumably has access to a gun. Why hunt ability? Because guns are not the only thing they can traffick in or get their hands on. Ghoul because it's the easiest for a Samedi to do since they don't have Dominate/Presence (which also means the ally has slightly more life than usual, as opposed to Potence/Fortitude).
Obviously this would enhance the ability/likelihood of getting a gun to Jack Dawson . My experiences of an all-out Samedi Gun deck haven't been brilliant though, but a well-equipped Jack can be a useful deterrent to your predator in any other Samedi deck type.

I find the thing is probably worse than Arms Dealer.

If its Unique, I'd probably want it to put the weapon onto the other minion.

Having had time to have a proper look at ghouls in Secret Library, I see most aren't unique, so no worries about that then. Procurer and Arms Dealer aren't, for example, and I'd misremembered the latter as being unique.

I'm intrigued by your suggestion that the Gunrunner equips a weapon from your hand and you then have the opportunity to move it to a Vampire, rather than to find a weapon in your library and move it to your hand however, although please correct me if I have misunderstood. Most Samedi have some level of Obfuscate and (obviously) Thanatosis, so should have access to +1 stealth for the equip, +2 from Obfuscate, and +2 stealth from Under My Skin , or alternatively use Disguised Weapon in combat. A Samedi attempting to equip isn't therefore usually an issue: it's getting the equipment in hand when you don't have any.

Instead of once per combat 1R, I would give the ghoul 0 strength and deals 1R as a strike (or as Juggernaut suggested, go with both.)

In your line including strength and health, it also states +1 stealth. Are you suggesting that this ally has +1 stealth on all actions?

If so, I recommend one of two things:
a) the built in action does not declare +1 stealth
OR
b) the ally does not have +1 stealth on all actions, and has +2 stealth on it's text action(s)

And, as per Juggernaut's text, the two actions should be separate actions. When text says an action can do A or B, that is ONE action, and not repeatable for both effects, but if they are two different actions, then the ally could perform both if untapped.
