I don't seem to be able to find many other possible candidates for new Samedi minions. The Baron had a sister, Brigette, although there's already a
Brigette (Samedi)
by that name. One obvious candidate is The Baron's possible sire, Lazarus (in my opinion, quite likely as after waking up from torpor he settled in New Orleans...).
However, Lazarus, Childe of Cappadocius has already appeared as the Mythic Vampire, The Capuchin . Maybe that could be an Advanced version, but I'm basing this minion on more general information. Also, not to be confused with Lazarus the Tremere.
There is already a 10-cap Samedi by the name of Troglodytia . She was a Cappadocian that, like Lazarus, did not attend the Feast of Folly and get trapped by Cappadocius. Cappadocians who did not attend the Feast of Folly were called "Infitiores", and "degenerated" into the Samedi bloodline, presumably after Cappadocius was mostly-diablerised by Augustus Giovanni. To ensure consistency with Troglodytia (which is, after all, an official VTES card), this means Lazarus is also a 10-cap Samedi (not a Harbinger like the Mythic version). A working definition for Harbingers would be those Cappadocians who attended and survived the Feast of Folly.

How does this card address a compelling game need?
Need more G3 Samedi/Harbinger minions. Could argue he's a central Samedi/Harbingers character that should exist in the game.

Reasoning
- Auspex, Fortitude and Necromancy - original in-clan disciplines. Obfuscate and Thanatosis - Samedi "in-clan".
- Serpentis: use of this discipline is explicitly mentioned in the source material.
- Celerity is not mentioned in any source, but just an idea as he'd fit in better with the more martial Samedi (who have basic Celerity).
- Votes: Higher capacity Independent often have votes: he's extremely old so logical. Plus, Samedi decks need more votes.
- May play cards as a Harbinger: pre-dates both "bloodlines".
- May make Thanatosis strikes at range: Dusted Chas Giovanni Tello with a wave of his hand.
- +1 Strength/Bleed. Sounds extremely knowledgeable and this is usually represented as additional bleed; also fairly combative if he can kill his older "brother". However, starting to feel too powerful - what do people think?

Unique master. Requires you to control Lazarus, Childe of Cappadocius.
Put this card in play. For the rest of the game, each Samedi and Harbinger of Skulls is considered to possess [a level of Serpentis equal to his or her level of Necromancy / a level of Serpentis].
Flavour text
"Damballa, the Vodou serpent spirit, created the universe and the earth, and his shed skin created the lakes and the seas" (quote source: me).

A huge snake with glowing eyes draped around a Samedi Houngan.
World of Darkness reference
As far as I recall, Treaty of Laibach was the boon owed to the Setites by the Tremere because they told the Tremere how to get into Alamut in order to bloodcurse the Assamites, so how does the Tremere owing the Setites result in both learning the others' clan discipline?. In any case, Vodoun practice often worship snakes and Lazarus is documented as settling in Egypt and learning Serpentis. Given the impact the loss of Cappy's body had on the Samedi, I thought a card that represented a slight shift in the bloodline when Lazarus awoke was an interesting card idea.
How does this card address a compelling game need?
Improves Samedi bleed offensive (e.g. "Relevation of desire"). Makes some very interesting deck concepts viable. "Off Kilter" and "Enticement" would be a very nice combo (Gain one pool and the edge, "Freak drive" or "Forced March", burn the edge and your prey burns 3 pool).
