Requires two blood brothers of different circle.
Choose a circle of one of the Blood Brothers you control and a choose another Blood Brother you control, who belongs to different circle. Put this card on that Blood Brother, he or she is now of the chosen circle instead of his or her original circle. Tap all Blood Brother of the chosen circle.
Flavor text: Blood to my blood, sister to my brother, we are now of the same blood, one circle, one family.
Art notes: A group of skinhead white males, standing in circle around a petite dark skinned woman, holding their hands out to her. She smiling contently, basking in their approval. These are vampires we're talking about, so add some gory detail like slit wrists.
World of Darkness reference: None as far as I know. It's not out of the realm of possibility that Tzimisce and !Tremere who created the Blood Brothers could have created a ritual to allow combining circles, in case one circle would get mostly decimated and thus be of little use.
How does this card address a compelling game need?: Power of
and Blood Brother clan card depend on number of Blood Brothers of same circle you control, but that number is limited due them being sterile. The idea of this card is to allow to play with vampires of more than one circle. The cost is that you sacrifice one turn (tapping all your blood brothers) to gain more power on following turns.

Independent Futurist. Contrarian (titled, X votes where X is the number of votes as the acting minion.) Target Vitals is always the better combat card.

The need for such a card is so minute...
the only Blood Brothers circles that could benefit are the Chicago and Torrance circles. The other Blood Brother circles are separated by grouping.
In the interest of making such a card useful:
"Blood In, Blood Out"
Master. Trifle.
Requires a Blood Brother,
Choose a Blood Brother you control and a Blood Brother circle. That Blood Brother becomes a member of the chosen circle (and is no longer a member of his previous circle.)
Such a card would do what you want, as well as allow you to add vampires to a circle using "Clan Impersonation."
