World of Darkness reference: many. First the quotation of the book of nod about the fact that the elder would feed on the younger and so on... preying on the other are always been a part of the main thema of the world of darkness vampires.

How does this card address a compelling game need?:
in fact it s more a need for new player that i wanted to fulfill. Among the cards printable. Almost no card allows to gain pool. And without pool gain it s just impossible to win...This card would allow new player to construct decks with the printable cards. It s by many aspect similar to a.classic blood doll. It allows the vampire controller to gain pool. It s a little bit stronger by some aspect than a classic blood dolls as it allows to transfer blood from other minions to this vampire so i limited this card by the fact that it limit the number of similar card you can have.

Blood dolls/ minion taps/ vessels are very easy to get so new players should have any problems with aquiring them

You really need to define "real easy to get." Personally, I consider "real easy to get" means you can walk into a gaming store, purchase some cards and have a damn good chance of walking out with those cards.

By my definition, they are not "real easy to get."

Since the game is no longer in print there is no accessibility. You can find cards on e-bay and you can get cards from two websites, one for Europe the other for the Americas, and quantities are limited and stock will eventually dwindle to nothing.

That said, if VEKN sets continue, eventually we will reach a point at which you can build decks strictly out of VEKN cards, meaning you will be required to own only 102 cards max to build a deck (to back the color print vekn cards).

Is that desirable? If so, there will be a need for a Blood Doll style card. No reason we can't start talking about it now

I like where this idea is coming from.

My attempt at making the card a little less over powered. I think as is, it can make your vampire to much like a corpse with a built in hunting ground with two blood dolls attached.

Once during his or her discard phase, this vampire with blood sommelier must move up to two blood from this vampire to his or her pool or move one or two blood to an older vampire you control,If you cannot this card is burnt and discarded. (Maybe even a clause where only one per Vampire?)

about the wod references: blood sommelier was too an archetype in the ventrue clanbook ... and many characters (specially toreador and sethite) were known also to select humans vessels and to feed them special ways or to make special blood mixs much more "tasty" or addictive...
