Why not? The trouble is that you can't fetch it easily, so you can't rely on it to make a deck work, unless you want to play 10 copies that will jam your hand later.

Successful referendum means this card is put in play and each Gangrel can choose to become Camarilla. Whenever a Gangrel enters play, he or she can choose to become Camarilla. The Gangrel clan is a Camarilla clan.

It does give them that option, but how many are you packing in the deck? If it's important to the deck (e.g. so you can play Justicar and Praxis votes), you need a lot and/or a few Fortschritt Libraries. If it's just for fluff, there aren't very many benefits to being Camarilla for its own sake - you can be chosen by an Alastor or Archon, but then you're already playing a politics heavy deck (most likely)?
There appears to be literally one TWDA deck with Invitation Accepted in it, and the Setites were probably the best recipient of such a card because they can be political, so could conceivably play a few Praxis Seizures (as in that deck).
What would the deck be that included it? A group 2/3 deck that wanted Stanislava and a few Independent henchmen who wanted to swap sect for some reason?
A lot of my reaction basically comes down to the old problem of deck building: if you have a deck idea that starts "Ooh, first of all, I play Clan Impersonation and then...", you're probably hurting yourself a lot. And since I'm not sure of any particularly solid advantage you'd derive from being Camarilla alone, the main thing would be to become Camarilla and then become Gangrel Justicar (or Prince, or similar) and that's quite a bit of fiddly work before you can get going - and the potential for hand jam is quite significant. Tossing in a copy or two of Clan Justicar into a clan deck, just to see if you can use the bonus votes to pass it, is fine. Having a handful of Praxis Seizures or Crusades in a deck works fine for weenies (e.g. weenie PRE, some weenie Legacy of Pander-ish decks), but for generic Gangrel I'm not so sure.
Could you expand on the solid decks that you think it would enable?

It does give them that option, but how many are you packing in the deck? I don't think I would build a deck around it, but it would be more of a tool in decks that have a mix of can and non-cam gangrel. Praxis seizure, justicar, and later things like camarilla segregation or parity shift. Not super strong, but it helps address the sect split. !gangrel have a discipline split problem between city and country !gangrel. The methods for helping them have been similarly piecemeal.

I don't think that it needs a
burn option, it is a pretty niche card to begin with. It could however use a burn option for the player so that they can get rid of the extras. Perhaps the vampire calling it has to be a non-camarilla gangrel, so you can burn them if you have no non-camarilla gangrel. They could still be burned in the usual way for +1 vote, too.
