Flavor text: "So, I arranged for this protest against police violence and race discrimination to be held right on a same street, the local white supremacy group was having it's annual meeting. This just 'happened' to be located two block away from Prince Ira's Elysium. Police cordoning off most of the east side kept the elders busy, and left me free to do whatever I wanted" -Tayshawn Kearns, Brujah anchilla.
Art notes: Social media call for people to gather for some demonstration or other.
World of Darkness reference: Camarilla kindred are supposed to be good at subverting mortal institutions to do their bidding.
How does this card address a compelling game need?: Most of cool Camarilla toys require you to be either Prince or Justicar. The aim here is to give row Cammy members without dominate or presence some credible bleed offence and promote use of fluff rich but seldom used cards (hunting grounds).

I like the idea overall, but do bear in mind that this can be played by any Camarilla vampire, including those with those titles.
It seems to scream to me to play a deck based around Tatiana Stepanova, Tumnimos, and Mata Hari. Tatiana lets you get three hunting grounds out, and can create Camarilla Tumnimos. Mata Hari can't create Camarilla Tumnimos, but could create general Tumnimos anyway for general swarming - but using her special, she can play this card. Between Ravnos Carnival and some Fortitude, blood costs are somewhat manageable - then you get a few hunting grounds out which give you blood, and this card would give you blood too.
Throw down Week of Nightmares at a convenient point.

Don't know about Mata Hari / Tatiana Stephanova angle, but I don't see titled Camarilla being able to use this as a problem. Titled vampire are usually bigger, and have more effective bleed cards trough their disciplines. Also if you are playing say Inner Circle members, you probably have better uses to your master slots (villein etc.) than hunting ground cards.

Some of them do, but not all. Nosferatu Royalty, as a good base bleed action, basically only has access to Deep Song, which is +1. A number of Gangrel lack good bleed disciplines.
Additionally, imagine some sort of breed deck with a few Princes from different clans, or some sort of weenie breed deck - perhaps some sort of weenie Presence, with Toreador, Ventrue, Brujah.(*) Being able to get +1 bleed for no blood cost, and which scales up as the game goes on and you draw a couple more hunting grounds, is fun, and you get blood gain out of it.
Bleed at +1 and gain a blood isn't bad at all.
Bleed at +2 or +3 and gain a blood isn't bad at all. And if you're worried about not drawing a Hunting Ground early-ish, that's totally fine:
So, in weenie Pre, I play Aire of Elation for +1-+3 bleed, for 'free', because I get the blood back. Not too shabby. By (say) turn 6, I'm bleeding for +2 from MtK, and can gain a blood if I want or use that to pay for Aire of Elation if I want. Similarly, any other deck can stuff in a few bleed modifiers - bleed retainers, laptops etc., and while they're waiting for the Hunting Grounds to pop up, they can still get to 2 bleed.
Some generic weenie bleed decks - say, weenie Dominate(**) - can have slight problems with blood management generally. If they want to, for example, use Conditioning, 2 caps are in a slightly awkward position. Not so much with this. Bleed, get a blood back - and in the mid-game, you're bleeding for (say) +4 from 2 hunting grounds + basic conditioning, with the blood you gain offsetting the cost of Conditioning. Plus you now have a scattering of hunting grounds helping you out blood wise anyway, so you don't exactly need to be playing MtK on every action.
(*) That gives you three hunting grounds you can play - one for each clan. Poachers Hunting Ground is usually fairly terrible but: a) it's free, b) it doesn't require anarchs to play, and c) it's still a hunting ground. Threestar Cab Company is usable in a pinch. So any Camarilla clan can play two Hunting Grounds - their own, plus Poachers. The suggested Tatiana Stepanova deck therefore has easy access to four (Ravnos, Brujah, Gangrel, Poachers), plus a possible Threestar, plus anything Mata might fuel, if you're feeling more adventurous.
(**) Two easy clans - Ventrue and Tremere. Play the right group and you can pick up a Malkavian or two. There's also Laurent de Valois (4 cap Nos) and Sheva (4 cap Tor) if you feel like trying those. Toss in a couple of Wider View and you can potentially fine-tune your uncontrolled region choices later on, if you want to dig for a Malkavian or whatever.

Poacher's not unique and thus does not provide bleed bonus, otherwise your analysis is solid and is more or less in line with what I was aiming for. You need two HGs to be better than normal computer hacking and the card is limited to Camarilla.
If blood gain feels over the top, it could be dropped. I originally added it as thematic consideration and to balance the fact that you have to build around the card to get significant benefit. When you get a lot of agitated people in one place, there is high likelihood of violence and opportunities for little discrete feeding are ample.
