Well at least could restrict it to once per turn, that would stop the worst abuse while still leaving it decent option in lower numbers.

Note the 'tap to' phrasing in card text. Though seriously 'only one service denial attack can be played each turn' is probably still called for to stop decks with 20+ camera phones from ousting multiple players in one turn.

I get that the Laptop doing the DDOS is used, and the laptops getting DDOS are occupied. So I get that thematically every electronic equipment off all methuselahs can be affected.
There has to be a balance though:
* Only once each turn
and
* Remove every electronic equipment out of play until the methuselahs discard phase.
That way an equiment bleeder is still viable, it can still be used as a surprise card, or as a counter to itself; because when you play it you will remove their equipments until their discard making this card do 0 pool damage.

Thematically, the card should either be weakened or have its name changed. DDOS attacks are irritating, but they're hardly devastating - especially to Methuselahs, who exert influence over a lot of different organizations at once. Computer Hacking, which requires way more technical know-how, only adds one point of pool damage.
Still, I like the effect of the card - so how about rename it Botnet? And maybe increase the cost of the card to reflect the expertise required (or the cost of compelling human hackers to do the vampire's work).

A once-per-turn vanilla bleed modifier would interact better with the rest of the game - bounceable, reduceable etc. Non-bleed 'bleed' actions tend to be best if they're reasonably limited in some way e.g. Inside Dirt is interesting but low, Choir runs into the fact that the Daughters are a small bloodline with interesting crypt issues when it comes to generating lots of stealth etc.
Perhaps something like Monkey Wrench:
So, spice for a deck, not something to build solely around. You can play 'multiple' if you can act out of turn (e.g. Malkavians), though they're probably better off playing Dominate.
Or perhaps play with something like:
So the initial bleed is still quite small (potentially) and so could be reduced to 0. (Think the rewritten Return to Innocence.)
An alternative would be to allow it to function as a 'responsible' bleed modifier. Glossing over the finer point of card text...
