I had an idea of a way to 'enable' Primogen who are otherwise... tits on a bull useless.

The rough idea is to boost up your primogen with extra votes, or by allowing them to fake Prince-ness with suitable extra kickers.

So with that in mind here are a few of the ideas...

+1 stealth. Put this card on the acting Primogen. While this Primogen is ready, all Primogen you control have +1 additional votes in referendums. If you control another Primogen, this Primogen may burn 1 blood per minion phase to play one card as if they were a Prince. Burn this card if this vampire is no longer a ready Primogen.

Political Action
+1 stealth.
Choose a Primogen you control. If this referendum is successful, put this card on the chosen Primogen. The Primogen with this card can use cards as if they were a Prince, if you do not control any other ready Princes. Burn this card if this vampire is no longer a ready Primogen.

Action Modifier
Choose X ready Primogen and move 1 blood from each to this card. When a minion is attempting to block, you may burn 1 counter from this card to force them to burn 1 blood or fail to block the action (once per block attempt). You may burn X counters from this card to gain X votes in a political action. You may burn 2X counters to gain +X bleed against your prey.

Prefer the idea behind the last.

We already have a card to fake Princeness, as awful as it is. Faking Princeness is rather dull, anyway.

Primogen aren't just Prince hopefuls, while many wish to be Prince, many others like being in their rocking chairs, letting Princes do the work.

I see Primogen being about subtlety, indirectness, and/or not getting hands dirty. An interesting effect, for instance, for the last would be "Requires a Primogen. Strike: Combat Ends." That's certainly something a bunch of Princes don't have access to that's actually good. Now, if you think combat ends sucks, well, not so great effect - throwing some other dude in front of the Garou would then be something else to do: "Action Modifier/Reaction. Play before combat when this Primogen is about to enter combat. You may choose another Camarilla vampire you control to enter combat, instead." That might not even be terrible when you can choose a tapped vampire. Bonus points for being a card that cares about Camarillaness.

Other subtle/indirect effects would be things like bleed reduction, delaying a political action or other vote screw, stealth, untargetability (conditional, temporary, removable), buffing other Cammies (yes, even P/J, though maybe not ICMs).
