He's weak enough not to have a burn clause (and not feed the Khazar). And he could cost 0 pool considering that otherwise he will recoup his cost only two turns later after three actions spent.

The original card was non unique but only targeted a single investment. I wanted to raise the power but was concerned about making it too powerful. The addition of the Requires an investment does fit better than the Burn clause. Thanks.
