Basic effect seems super weak unless you hit a Remnant or a dead hooker (you know, because they cost Xwhich is normally 2-3)
Now, I agree more milling not bolted to a vamp is in theme and cool, but its kind of the same issue I have with Anarch milling: its less disruptive than random discard, but with same result of unknown cards in ash heap. People play to what's in hand before what they may draw. Since there aren't non-trochomancy ways to turn discarded stuff to pool damage, distribution is all it offers, and its less good than random from hand.
Back to this card; What about basic being equal to damage inflicted? Similar number (stickor gun =2 not =1) but not just good on ally.

In my opinion, if basic were equal to damage inflicted the card would be weaker. Because it will require other card to be able to mill for more than one.
For what I can see many common played ally cost 2 or more : Carlton, Ossian, Nephandus, Ponticulus, SCS, Warghoul, Shambling, Renegade.
