I disagree about the cost being meaningless. It's often not the case that one card is as good as any other, particularly in decks with lynchpin cards. On the flip side, you'll get some cases where the opposing player is grateful to be able to cycle cards.
Ultimately, the main problem with the card idea is that it's a defensive card for a clan that already has Auspex. It's cool to come up with ideas that allow them to do something they're already doing, only differently/creatively, but that's best left for a set with a larger design scope.

The funny thing is that they may want to stab you in the face, but they will just pay the "cost" and you will die because the cost is virtually meaningless.
