I'm slightly confused by the Potence? The !Ven don't really have good weenie Potence (Vincent Day, cap 5 in group 2, Charice Fontaigne, cap 6 in group 3,), and nor do the Harbingers (Zygodat, cap 6 in group 4). Where's the Potence coming from?

Whoops, sorry, didn't fully explain my thinking there.
Reanimated Corpses may play basic Fortitude, but allies or retainers turned into 'Zombies' through Putrescent Servitude gain Potence. I found the !Ventrue Fortitude Weenie deck to be surprisingly effective (I usually play mid-caps upwards), so was thinking about the effectiveness of a non-unique zombie card that had both (basic) Fortitude and Potence and was cheap and easy to get out.

The original suggestion allows the Harbinger to play an ally as if they met the requirements. That could be a Reanimated Corpse, but they would play it at inferior, so it works out the same as more or less any Samedi playing the card. The original suggestions also reduces the cost of Necromancy cards - but not the cost of allies. So the recruited ally would cost the same amount. The original suggestions allows you to recruit the ally as if you had basic Thanatosis - but that does not extend to playing a card such as Putrescent Servitude, which moves an ally into play. So... the Harbinger recruits the ally exactly as a Samedi with inferior Thanatosis would, but is then unable to help out beyond that. And it's not exactly easy anyway, because you need to wait to pull and play this card - when it's massively easier to just get a Samedi to recruit it.
My suggestion puts a zombie counter in play, having removed a card from your prey's ash heap to do so. The prey's card isn't put into play - and even if it was, it's vanishingly unlikely that your prey has a bunch of Reanimated Corpses in their ash heap. There's no suggestion that the zombie counter can imitate Fortitude, although that's theoretically possible, i guess. It's also not exactly cheap, relying on minions or retainers in your prey's ash heap.
So... are you suggesting a different ability altogether, that allows Harbingers to put in a cheap, plentiful ally with Fortitude? And then give it Potence somehow?

Just some figures: at the present time there is 3 ways to get zombis :
- necromancy allows shambling hordes and then rush cross table
- thanatosis allows reanimated corpse and then to swarm bleed (putrescent servitude by the way does not create zombi)
- being a giovanni allows to create zombi retainer who permits damages at close range and an occasionnal blood gain...
for the moment about vampires there is only lissandro giovanni who can recruit/employ all of them...
Only Capuchin and unre keeper of golgotha (and the tremere forrestal) + a bunch of samedis can recruit both shambling and reanimated corpse...
however at the present time there is no zombi with condition only for harbinger...

Following the exhanges what about a "blood pearl" or a "zombi pearl" or cappadoccian pearl ??

Needs harbinger, burn option
cost: 1 pool
If the bearer has nec, he can move a non wraith ally to the ready region from any ash heap as a
action. If successful, move the pearl to that minion. That minion becomes a zombi instead of his normal type.it retains all his original abilities but can no longer gain life by any mean. If the bearer is put into an ash heap, remove it from the game if he was a zombi and the owner of the pearl can shuffle itl into his library.If the pearl is destroyed or stolen, remove the bearer from the game if he is a zombi.
