Submission: Nightmarish Glare

just so i know i'm thinking about this correctly:

Scenario 1: Aaron Bathurst is attempting to Bum's Rush Andrew Emory.
Callrius attempts to block, Aaron throws stealth.
Callrius throws Ignis Fatuus ( The acting minion gets -1 stealth for the remainder of the turn.)
Ignis Fatuus would be a valid target for "Nighmarish Glare", as it is a card that is affecting that Aaron.

Scenario 2:
Arika attempts to bleed, and Casino Reeds attempts to block.
Arika throws The Kiss of Ra (Only usable when a vampire who does not have Fortitude attempts to block this acting minion. Fortitude The block attempt is canceled, the blocking vampire burns 2 blood, and the current action is ended (without combat). Fortitude As above, and send the blocking vampire to torpor.).

Kiss of Ra is a valid target.
