source: to say the truth this card is much more inspired by slumbering senators and parliaments member than by the wod...
the lullaby as you know is a song to help kids to find sleep so i made basic presence effect to affect only younger and allies...
the rulebook insisted that daughters of cacophony could use their voices to indulge any kind of behaviour
effect on game: help the daughter to get much more stealth... and as they are from 3 different sects and with no titles to help as well to pass their votes...

The Presence version seems likely to feature in decks to help big vampires make bleed bounce cost more. I could see almost any Presence using deck including a few, to make life harder for weenies with Dominate, and there are quite a few such decks in the very top tier - anything involving the Ventrue or Toreador, for a start. And it's pretty freely cyclable on any action. And if you have, say, a big star vampire with Presence and some of the smaller vampires also have Presence, the smaller vampires can play it (potentially uselessly) to get it out of your hand.

Whether that's a good thing or not, I'm not sure. But I'd expect it to be a thing.

was really wondering too yesterday as cards such as slumbering minds for dominate are not so much played... (or as suspension of disbelief)...

i rethought the card overnight:

so i removed the younger idea and focused it more on daughters... a presence political deck could use it as well but it would be less strong than the action modifier giving +4 votes in presence... or at least its effect would more depends on the minions titled and/or tapped at the table... it could be used as a combo as playing first disarming presence and then a vote with lullaby but i dont think it would morestrong than a vote with reader clause...
