Requiem
action
nec: (d) bleed at +1. Once this action, you can remove from the target's ash heap an ally, a retainer or a vampire to gain +1 stealth.
mel: as above with an additionnal +1 bleed if the target has any vampire in torpor
MEL: (d) +1 stealth. remove from any methuselah ash heap an ally, a retainer or a vampire from the game. If this action is successful, move one pool from this methuselah pool to yours.

source: as well as lullaby and allegro presto, inspiration is little wider than only the wod..
Mourning songs have always been a part of the culture of humankind....
In roleplaying terms, now imagine a daughter invited to mr. Winthrop (for.example) funeral. Through her powers, she would made the audience even more sad and sorry than they were before as she would amplify through her songs their feelings (level 3 or 4 of melpomine if i remember correctly)...

Game needs: so necromancy basic level is to help harbinger mostly as they are the ones with slaughter houses and filling the ash heap the more quickly.... it could come in addition with trochomancy for instance. Even some giovanni/samedi bruises and bleed decks canfind it quite nice (hmm more the samedi as giovannis got dominate)
For daughter basic level is more like a strong conditionnal bleed card.
upper level on the other hand is kind of special as it allows with condition to steal pools... it may be used for negociations crosstable... and remember, when you hire a band for music, you have to pay them afterwards don t you...

So, I think there's something to be said for the overall design, particular the bottom two levels. But....

so necromancy basic level is to help harbinger mostly as they are the ones with slaughter houses and filling the ash heap the more quickly..

If at least part of the idea is to help the Harbingers out (and also possibly the Samedi), then it feels like it short-changes them by not giving them a superior to play with - they only benefit from having inferior Necromancy, which seems a bit of a pain for them.

The MEL superior seems quite weak, especially for the Daughters, who don't really have a super minion removal strategy. Death of the Drum for agg damage, maybe Kiss of Ra, but they're not the queens of minion smashing. And only one pool gain out of it? I'd rather play Social Charm or Legal Manipulations at superior Presence.

But, I think you could salvage the bottom two tiers into a Harbinger/Samedi-friendly card.

The Blackest Arts (replace with better name)
Action
[nec][for]: (D) bleed at +1. Once this action, you can remove from the target's ash heap an ally, a retainer or a vampire to gain +1 stealth.
[NEC][for]: as above with an additional +1 bleed if the target has any vampire in torpor

Or something like that.

Yep... i agree with you that daughter are not the strongest warrior ever ... and i agree as well that to bleed in legal for instance is much more stable in a deck than to steal a pool from another methuselah crosstable and with conditions.
However i really liked the gloomy idea behind the card ... and i was finding it almost mandatory to link somehow a card called requiem to necromancy...

So if i would turn it into a necromancy card:
Destroy the husk
nec for (d) bleed at +1 stealth. Once this action you can remove in the target methuselah ash heap a vampire, a retainer or an ally to gain +1 bleed
NEC FOR (d) +1 stealth action. remove from a methuselah ash heap a retainer, an ally or a vampire. If this action is successful, you can move from this methuselah pool to your pool two pools if a vampire was removed this way or one pool if another card was removed this way.

Destroying the husk applied in fact in the roleplaying game only to non vampire cadavers. It allowed to turn them into piles of ashes in order mostly to leave no trace nor evidence.

(And i know you prefer for NEC to.FOR NEC ... but i have a innate disgust for cards asking.for one at superior and the other at inferior like elemental stoicism)

sooo back to daughter s
requiem
action
nec: bleed at +1stealth. This bleed gains +1 bleed when bleeding a methuselah with a vampire in torpor.
mel: as above.
MEL : +1 stealth. Put this card in play on the acting minion. A minion can have only one requiem. Burn this card if this minion leaves the ready region. you gain a pool everytime a non demon non zombi minion in play is burned and everytime a methuselah is ousted.. Any vampire can call a referendum at +1 stealth to burn this card.
