The present version of tara is the following:

however, this version does not take account of all her background...
to sum up:
At first, she was a camarilla brujah. The anarch took san diego and she managed to become anarch and then baron of the city...
however as she saw the camarilla too strong, she betrayed the anarch of her city, murdered them and turned tge city back to camarilla hands in exchange to be the prince of the city....
So i would feel indicated to mkae an advance version of her as follow:

Independent. Anarch.
merged: camarilla. Prince of san diego. Tara can play cards as if she was anarch. As long as she has a city title not contested, she can play cards requiring a baron title.

among else, this would allow another anarch vampire group 5 in basic version and in advanced to allow to have a camarilla vampire (else than jarbeaux) able to play anarch cards.
