How does this card address a compelling game need?

It gives black hand the chance to be played in a much greater extent since one of the big problems with black hand is the low amount of black hand vampires in the same clan the exception being Assamite. So the game need it opens up is the possibility for black hand cards to be used in more sabbat decks (Bruhja anti etc)

Small pointers that may not be very important but can have game mechanic influences.
I'm guessing she is Black Hand her self? Recruitment exercise would trigger her.
What clan? Fluff wise I don't think Panders are very popular in the Black Hand community but I can be very wrong.

I like your idea and I think it would create new decks. And that kind of cards are the best kind of cards.
