How does this card address a compelling game need?: Many of the main characters from the clan novels are presented in V:TES (i.e. Victoria Ash, Ramona, Hesha, Sascha Vykos, etc.). Leopold is a key character and should be depicted for storyline and flavor purposes.

Maybe 4 cap is a bit too old... 3cap with cel/pre

I agree with 4 being too big.
Also, he wasn't a Toreador, but rather a Tremere Antitribu pretending to be a Toreador who relished Victoria.
The ability you suggest for him, is the same as the Advanced Lambach (10).
The eye in the clan novels gave him superior Chimerstry & superior Vicissitude.

Some notes from the card game perspective:
Another weenie with superior Presence in group 2 would not be the best idea.
Plus, Mariana Gilbert of group 1 has , too.
A 3-cap Toreador with would fill a niche, since there is no Toreador with this disciplin spread right now (yet there are some 3-cap vampires found in other clans).

But, as noted, Leopold should be a Tremere antitribu.
If you want to reflect Leopold's descent, maybe could be an idea.

As for the proposed special text while equipped with the Eye of Hazimel, Leopold would be a nice teammate of Ian Forestal. This might be another reason to reconsider the grouping.

Yes, I thought of the Tremere Antitribu angle, and decided the advanced version of Leopold should be the Tremere Anti. Not many vampires change disciplines with Advanced version, so its tricky getting the discipline spread right. That's why I went with the Ian Forestal approach with his special card text. For a bulk of the novels Leopold believes himself to be Toreador, so I think his basic version should reflect that. Hmmm, lemme work on an advanced.

Basic Leopold will be a 3-cap Toreador with minor Celerity and minor Presence.
All other cared text will remain the same.

Sabbat. Cards that target younger vampires have no effect on Leopold. If Leopold is not equipped with the Eye of Hazimel he burns 1 blood during your untap phase. If he cannot burn a blood he is burned.
COMBINE: Blood Hunts may not be called on Leopold.

Art notes: A crazed inhuman version of the basic Leopold stares out of his portrait directly at the viewer. An oozing, puss-filled, bulging eye has taken residence in his face.
