I think this should probably say "(no cost is paid)" (which isn't reminder text).
It also talks about "the discipline". If a dual-discipline card is played, do I need to have both disciplines? Keystone Kine and friends can have three disciplines used.
... which would seem to push the game further into wanting Dominate on your vampires to compete, whether it's to play your Deflection or - with this - to cancel your predator's superior Govern or Mind Rape.
Tempering powerful strategies isn't a bad thing. Doing it this way seems to narrow the range of desirable decks further or, at least, does nothing to expand it. If I already have a clutch of Dominate vampires in my crypt, I probably already have a reasonable foundation for a strategy.

The point is everybody wants dominate on their vampires already because it's the best discipline in the game. I doubt the proposed card will push the game further in that direction. It's not a card you build a deck around. You maybe put one or two of these in a dominate deck. Anything more is weakening an already great strategy.
That reasonable strategy has probably been around for ages. Involving a new card in old strategies fills a compelling game need.
