Harpy vigil

Requires a ready Primogen. Usable by a locked Primigen.only useable during a D action
or political action
.
This Primogen attempts to block with +1 intercept, or unlocks and attempts to block with +1 intercept.
Alternately, this locked Primogen burns a blood to unlock a ready locked Camarilla vampire.
Art notes a stylish Torrie female Primogen stands on a balcony in a thin, billowing evening robe. She holds a large revolver in her left hand casually and holds a smartphone with her right. She is looking at it and smiling.
Theatre of Folly.

Requires a ready Primogen. Usable by a locked Primogen.
Reduce a bleed against you by one for each point of stealth the acting minion currently has.
Alternately, burn a blood to gain X votes against a referendum, where X is the number of ready vampires belonging to this Primogens clan in play.
Art notes: a smiling ventrue wearing a zute suit is gesturing with both hands in a "ta-da!" Manner to a vampire on his knees with swirling shadows, visible bone spikes, and "666" on his forehead. This second vampire has stumbled through a door into a forum style room, and onlookers are laughing.
Fluff:
Primogen hold populace sway. They influence fact with rumor, rumor with dissemination and selective repeating, and mold thier opinion into popular belief, all the while each pawn and patsy thinking it's thier own will, the right thing, or most beneficial to themselves.
They are the face of the clan in a city. They have eyes and ears everywhere they need to.
On those grounds, they can't dethrone a prince or justicar with a phone call, but if someone is plotting an assault on a neonate pawn, thier shell company benefactors bank account, or other resources, most Primigen are 3 texts and a social media post away from putting the brakes on that...
Mechanically: limited use reactions stay in a box away from decks while cards with 2 decent functions on one card define games. Keep it simple is neat but not all that usable. Dread gaze is even more corner case. Both on one card: just playable enough.
Guard dogs and babble? Great to use as card backs for printed proxies. Both pretending to be second trad? Playable, able to make you not die most of the time, but definitely way too narrow to compare with second trad, as your pretty can govern down and your predator can drop constant revolution as you sit and remember that you aren't blocking that nonsense.

I think both of them make primogen more valuable to play and are really not overpowered. I like them and I´m sure, the most players will like them too.

Question: the "or unlocks and attempts to block with +1 intercept" can't be used by a tapped Primogen if she doesn't need the intercept yet. (This is how Second Tradition worked for a good while before LSJ re-re-worded it.) Is that intentional? You could reword it to add the "even if intercept is not yet needed" text to it from Second Tradition, if you wanted.
Is the "Alternatively" clause intended to allow the Primogen to untap herself? Currently, the wording allows that, though it feels more like you're intending it to be for the Primogen to send in someone else (particularly from the art notes). You could tweak the wording to avoid that if you wanted.

Question: the "or unlocks and attempts to block with +1 intercept" can't be used by a tapped Primogen if she doesn't need the intercept yet.
